Planning
The Planning Department for the Borough of Gettysburg works with citizens and property owners to create a pleasant place to live and work.

Land development is the improvement of one or more parcels of land that involves two or more residential buildings or a single nonresidential building.
Subdivision is the division or re-division of one or more parcels into two or more smaller parcels. This includes the alterations of lot lines.
The first step in either Subdivision or Land Development is to contact the Borough Planning Department staff to discuss the project. The Department will
provide you with an application and other necessary information. You may also download an application from this site.
Applications
Once an application is submitted, it will be reviewed by the Borough Engineer and the Adams County Planning Office before it goes to the Planning
Commission. The Planning Commission meets the third Monday of the month at 7:30 P.M. at the Borough Council Chambers, 59 E. High Street. The Planning Commission makes the final
decision regarding all applications.
Zoning
In very basic terms zoning is the division of a municipality into specific use areas commonly referred to as zones or districts. The
principle purpose of zoning is to ensure the general welfare of the community. Therefore, zoning districts are created with compatible uses in mind. For instance, residential
units will be clustered together and distinctly apart from non-compatible uses so as to prevent nuisances.
The following zoning districts are found in the Borough:
- OT: Old Town District
- R-1: Low Density Residential District
- R-1A:-Preservation Residential District
- R-2: Moderate Density Residential District
- I: Institutional District
- RO: Residential Office District
- TC: Tourist Commercial District
- GC: General Commercial District
- IND: Industrial District
- HC: Health Care District

Zoning Map
The Borough has three overlay districts - the Historic
Overlay District, Chapter 11, the
Streetscape
Enhancement Overlay District, Chapter 27 and the Floodplain Overlay District, Chapter 8. An overlay district is a special zone that overlaps
several other zones, regardless of intended use. The purpose behind such districts is not to specifically dictate use, but to apply a set of regulations to all applicable
properties.
